Auditing the Procurement Function in China:
A practical Roadmap

The course will cover the methodology and essential skills to conduct audits internally in order to evaluate the performance of the procurement function, both on security, financial and operational aspects. By applying the internal audit roadmap participants will learn on how to effectively identify weaknesses, recommend controls, and communicate results to management to ensure implementation of corrective actions.

The methodology applies to different contexts and audit objectives. Although the course does not cover any company nor industry-specific audits, participants will learn the basics of procurement and purchasing activities which are necessary to design a customized control framework which adapts the objectives, risks and key controls on procurement of their own organisation. The course also addresses fraud detection and prevention techniques as well as cultural aspects in conducting internal audit assignments in China.

OBJECTIVES:
• Apply the methodologies, tools and develop the skills required to perform purchasing audits and performance evaluations
• Possess the basic knowledge of the purchasing function which is necessary for non-specialist
• Fix priorities for auditing the procurement activities in terms of objectives, risks and critical processes of the purchasing department - which includes not only administrative but also operational processes (sourcing, MRP, negotiating with suppliers..)
• Report recommendations to management for implementation
• Address fraud situation issues and how to handle with them.

The seminar will provide methodology roadmaps and tools to support effective implementation (templates will be accessible on line after the session) and practical simulations, through self-assessment, charts and case studies.

• purchasing and merchandising staff,
• other professionals involved in assessing or improving either procurement activities or the purchasing function; this may include either specialist or non-specialists in the area of purchasing.

Participants do not need to have previous internal audit experience to attend this course. There is no requirement on specific experience or knowledge in the procurement or purchasing for this session.

FACILITATORS:
Jean Yves Le Corre, Msc (Management), Sloan Fellow & Ms Escp Europe, Certified Internal Auditor

Jean Yves Le Corre settled down in Shanghai in October 2005 and founded InterauditAsia in October 2006, a Hong Kong based consultancy, in order to support the development of learning solutions for a cross-cultural practice of internal auditing and performance management in Asia.

Prior to this Jean-Yves had served in several multinational firms mainly in internal audit and finance roles. His last position was an internal audit manager for Heineken Group, a world leader in the brewery industry, being locally based in Paris.
Jean-Yves has authored several articles on cross-cultural management and is preparing to publish 'Internal auditing in Asia: a cross cultural guide', the definitive guide to principles and practices on localizing the internal audit practice in Asia, along with some academic research

Jean Yves graduated from ESCP Europe (Master in Auditing) and from London Business School (Sloan Master). He is a Certified Internal Auditor, and a member of the Institute of Internal Auditors Global.

Rosalie CAO
Rosalie has diverse career portfolio, spanning Purchasing, Controlling, and Audit, through more than 10 years of work experience in France and Asia; lead cross-cultural teams and manage projects costs in different sectors.
She started in Controlling function: First for CARREFOUR in TAIWAN to implement controlling function and trained stores Directors and accounting managers to improve retail business performances. Then she joined German automotive supplier BOSCH based in FRANCE. As Senior Buyer in BRED BPCE (retail banking group) where she was in charge of purchasing portfolio for France & French overseas depts. She participated in ISO 9001 certification, and coordinated global /local purchasing strategies & actions to harmonize the group purchasing process.

Besides, Rosalie's financial background, she developed purchasing skill in order to control from up to downstream of the whole cost process.
She is recently in charge of VANKO ltd Beijing, a French Asia Purchasing and Trading company, as Business Office Manager.
Rosalie is majored in International Purchasing Management, in Finance and Accounting respectively from ESSEC (top 3 Business School in France), and ESLSCA (Paris Business School).
